Of course this isn't right for them to react like that, I'm not saying their behavior is great. But it's not fair for you to queue into those games knowing that you'll have that bad of a ping.
Try to see it from their side. Like said before It's basically a 4v5 for them.
Imagine every time you get into a game all your teammates have that much of a ping, they always react 4 seconds after they need to and so on. You won't like it, and you certainly won't play league anymore.
Knowing that you have that issue you shouldn't queue for ranked until it's solved. It clearly ruin the game for everyone in your team.
It's for the same reasons that if you keep getting dced and you are not able to rejoin games you'll eventually get banned, even if it's "not your fault" it is still a bad experience for everyone in your team and you should work to fix your issue first. You say that you state before game that you'll have ping issues. Now imagine that one of your teammate says : "I have bad internet i'll probably dcd in about 10/15minuts and i'll won't be able to join back". that is kinda similar.
I also had issues like that before, and when i did i never played league. I fixed it by replacing a certain cable going from my house to the telephonic network, it took me nearly a month to realize what was the problem. I still have some issues today when my girlfriend decides to watch a movie online at the same time, but at least i know what causes it so i can avoid it.
I check everything from my ISP to ping test to system diagnostic in order to find the cause of my ping problems. But found nothing.
It's time for you to narrow down the issue then:
- Are you playing on the correct server ?
- Are you connected in Wi-Fi ? If so try ethernet.
- Does other people where you live use the same connection at the same time ? Maybe a neighbor who cracked your wifi pwd, this is more common than you think.
- Have you checked your LAN network looking for issues ( strange traffic/local ips/... ) ?
- Do you have bad ping every time 24h/24 7days a week ? If not make notes on when it happens that will help you determine the cause.
- Have you checked every single computer/console/TV/IOT where you live to see if there isn't a software that could do that ( streaming/torrents/malwares/... ) **FIY you can use one of your own computers as gateway for your LAN and be able to look into every single network packets that go to/from your internet box. More often then not ping issues are caused by yours or someone else computer/console/IOT on the same LAN as yours, wether it is caused by someone else watching a youtube video or a malicious program sharing something in p2p. **
- Does your TV uses internet to get the flux, if so is it on when you are experiencing those issues ?
- Have you tried pinging different IPs when this happens, does they all have bad ping ?
- Have you check the wires in your home, launched traceroutes to the league servers and also other IPs to see if your ISP redirects you by a strange route.
- Do you have a bad ping only when playing league ? If so have you tried redirecting your whole connection using a VPN/tunnel of some sort using a nearby exit point which you have good ping to ?
- ...
What i'm trying to say it's that there is a solution. You just need to put effort into it.
There are a lot of things that can cause bad pings. I gave you a few possibilities but there is way more. You need to eliminate every single possible solution one at a time.
The easiest way to find if it's relative to a software running somewhere is to shut down your internet box's wifi, try playing league on two different computers, one at a time, with absolutely nothing else plugged into your local network, no TV, no other computer on, no cables other than the one on the computer you are using, no wifi on the box, nothing. And trying that on two different computers, one at a time.
If you don't manage to fix it you won't enjoy playing and you'll keep ruining the game for other peoples.
Good luck.
