Yes, they wouldn't, when we had an Ahri go TRIO BOT last game because she couldn't get adc, sure, no one risks getting reported for real.

I hope you reported them at end of game screen - that's the best way to get the game to Riot's attention. However, if you didn't, or if you'd like to clarify the evidence for them, head over to support and submit a ticket. That's the best way to ensure that Riot punishes - refusing to play assigned role is considered trolling/inting and is usually given a 14 day ban.
