This doesn't mean that they won't get banned, because they will, but it's just completely demoralizing getting told to kill myself by my 3/11 Poppy, spamming missing pings on me and calling me a N####er because I didn't preform to her standards. Kinda wish Riot would IP ban people, but of course against government polices.

Being able to chat to players is a privileged, not something you can just abuse the shit out of "because you can". Honestly, permanent chat restrictions, meaning like they cannot chat at all would be healthier for the game instead of just slamming the permaban down. Accounts are 10 bucks on Ebay, level 30 with fresh MMR and ready for ranked. The whole "permaban" thing isn't stopping players from calling me racial slurs and promoting suicidal acts. I can understand that they'll find other ways to flame, like intentionally feeding, but that just goes to the "players will find anyway to flame" argument.

I don't know, on a personal level, I would rather have an int feeder on my team. That's just me though, I don't give that much of a fuck about the game for them to "ruin" it for me, but attacking me on a personal level is on a whole other level. Yes, I mute them and report and move on with my life, but I physically cannot mute them before they start insulting me. Trust me, if I could, I would.

It's not government policies -- it's that IP bans are easily circumvented and can hit innocent players at shared houses, dorms, or cyber cafes.

I disagree, personally, as Riot has found that, when denied the ability to talk, players resort to other, harder-to-detect ways of ruining games -- and that a good percentage of permanently banned players don't return to League.

It's better just to remove chat all together. And the lobby chat as well. Nobody needs them anyways.

Yes, I doubt someone with a permanent chat restriction will create another account to continue being toxic.

But someone who is permabanned has no other CHOICE but to do so if they want to keep playing. And consider me doubtful that they will reform in that time.

Buuut this will never happen, Riot seems to like the endless alt-account looping.

Permanent chat restriction 3-ish messages per game would do wonders, i feel. Either permanent or like 500 games, reforming can happen.

To be honest, the ability to type in chat is pointless. Very little reason to type in a game nowadays with all of the pings and ctrl clicking. Have chat open in training and AI matches for the newbies to ask questions, but pvp games should have the ability to chat disabled. Period.

I take it you're pro-aggresive actions against all criminals too and think a reformed prisoner after coming out of jail should never be allowed to find work, their own place, lose their friends and have no future ahead for them. Because.. that's what you're putting through in this idea. A toxic player with a permanent chat restriction will never be able to reform on their account, never show signs of posativity of change and never be forgiven.

So why should they change? theres no benefit there for them
