Who stole all of the enemy jhins CS.

Is this allowed? He was que'd for support but was taking cs.

Cause this is not the first time im seeing this and was wondering if its allowed.

Considering that CS doesnt belong to ADC but to whoever last hits it, he didnt steal anything.

Certainly shouldn't be. Riot isn't supposed to enforce a meta or dictate how people play.

there is no rule saying that a support can't take CS, that's just the general accepted play style (META).

Things like this are usually reportable by intent. If he was genuinely trying to win the game and thought that was the best way to do it, then its ok.

In all likelyhood he was doing it to troll which is reportable and bannable, assisting the enemy team is one of the more bannable things when it can be detected.

It's allowed and not reportable. You can report if he says he's doing it to troll in chat.

Rito doesn't enforce meta; so it isn't reportable.

If it was me; I'd dodge the game. I don't think it is a valid pick. No point playing a game and tilting yourself b/c of something you can avoid.
