Out of curiosity, why are the forums protecting horribly toxic players?
Short post but yeah. If you run into one of the most toxic players ever, why are we unable to warn other players of who they are? And I mean super seriously legit toxic.

The primary reason we have the "No Name & Shame" rule is because people can bullshit us easily. I could go around saying "MrNuclearPumpkin flamed me and made death threats" and so on and so forth - one wouldn't hardly need evidence, and what little they would need could easily be fabricated.
Beyond that, trying to spread awareness about certain players' misbehavior is just plain malicious, and it really hurts the possibility for the player (however slim it may be) to actually reform. How are they gonna reform if they become a pariah from one person broadcasting their misbehavior which already resulted in a punishment? How are they gonna reform if they can't even get into a game because everyone dodges at the merest sight of them?
If you run into one of the most toxic players ever, report them. Let Riot sort them out. If they can't shape up and obey the rules, Riot will kick them out inevitably.
What benefit could "warning" people about toxic players possibly have?
So name and shame is actually pointless because of how the internet exists today.
Name and shame used to be very effective when everyone didn't have the internet and didn't have mobility in life. They had to stay in the same area they grew up in and didn't have much ability to leave that community. Name and shame meant they faced consequences because the community was small and there was low mobility to get out of that community.
Now, we have the internet, which means anonymity and high mobility to either leave anonymously and or rejoin anonymously. You don't like JoeSchmoe123? Well, they can buy a name change with BE and become JaneDoe987. You want to be extra and leave that name behind? Go create a smurf in LOL and then level that account up to 30+ and they're back without a problem.
Because anonymity is so easy with changing your identity, name and shame is ultimately pointless on the forums. Additionally, not everyone visits the forums. Also, what do you expect people to do when one joins a game with that person? Dodge and get a queue dodge penalty?
The best thing to do is just report them in game and let them get banned for being a toxic player.
