How was this player NOT punished?

I sent a Support Ticket with PLENTY of proof of someone who was being permaban worthy levels of toxic. Dropped homophobic slurs repeatedly throughout the game or at least he/she did enough in the first 12 minutes of the game to make me mute them. When I finally decided to unmute them about 25 minutes later it was just in time to see them calling me a "fucking retard". Then in post game chat this person proceeded to tell me to kill myself, called me fucking stupid, a degenerate, a retard, a %%%got, that he has "many accounts and they all have cancer because of %%%gots like you". Yes i'm actually quoting this. This And I will continue checking to see if this player has continued playing games and if so I will repeatedly post my copied text from the postgame chat logs of this player on the Boards until Riot just decides to take away my priviledge to post or actually decides to act instead of sitting on their hands about this player. There is no excuse to tell someone to kill themselves and for them to repeatedly throw homophobic slurs and other inflammatory language at me because I tried to steal an Elder Dragon late in the game and died doing so.
