Feeding entire game, still trying to act tough by asking one on one?

I had this Mid Gragas who is feeding entire game, even when my Jg Hecraim is helping to camp his lane. Still end up losing and forcing us to surrender the game due to his excessive feeding. He then tried to ask me to 1v1 with him and acting tough. LOL?
