Only one of the people I reported have been reviewed by the system

I'm not one of those people who like to get people into trouble, I only report the worst of the worst or the people who don't stop after being told to stop over and over again. And out of the worst of the worst and the most nonstop trolls and abusers, none of them have been reviewed by the system because I've never gotten that message.

I was never really into an automated system, but this is making me lose faith in it even more.

It doesn't mean that none of them have been punished, it just means that none of them were punished for the game where you reported them. It won't necessarily work this way forever; Riot may change it. I think they're trying to strike a balance between giving you too little feedback and spamming you daily with messages about people you played with several weeks ago.

Yeah, you only get that message if you reported them in the last game before their ban. I've never seen one of these before.
