I just want to play Ivern, but people have been banning him despite the fact I selected him as the champ I want to play because "he's bad".

No. An individual's choice in bans, whatever it may be, is their decision.

just pick another jungler and switch to ivern when it's your turn to pick, then no one will ban him and they can't do anything about it, it's what i do, i pick Elise but switch to Bard for jungle when i wanna have fun

I've been trying to play him for over an hour now and no one will let me. So frustrating.

Nope. You can ban any champion for any reason.

Honestly, I'm not sure why you seem surprised; champions are generally banned for the first week after their release.

They have been for years.

To be honest there really is no reason to ban him in normals, players need to test him out and get a feel. Probably not a good idea to dive into ranked with him until you have a good handle on the champion.

Either way it really doesn't fall into any particular category of reportable action.
