Is Banning A Champion You Want To Play On Purpose A Reportable Offense?
I just want to play Ivern, but people have been banning him despite the fact I selected him as the champ I want to play because "he's bad".

but switch to

Honestly, I'm not sure why you seem surprised; champions are generally banned for the first week after their release.
They have been for years.

To be honest there really is no reason to ban him in normals, players need to test him out and get a feel. Probably not a good idea to dive into ranked with him until you have a good handle on the champion.
Either way it really doesn't fall into any particular category of reportable action.

Players have a tenancy to ban new champions for the first 2 weeks when they come out but it makes no sense to do it in normals.
