Why are toxic players I report never punished?

I was just in a game where Thresh harassed me all game. He flamed the shit out of me for "feeding" (one kill) Brand (I really suck at dodging skillshots). I was playing Yasuo. He then proceeded to tell me about what a shitty Yasuo I was, and flamed me for not roaming bot lane. He then said, "All these kids trying to learn Yasuo makes me cringe" I hit the mute button about halfway through, but the damage had been done. It sickens me to know that this incredibly toxic player is not going to be punished. This person literally made me want to deal physical harm to myself. Why are these people allowed to get away with such horrible behavior?

Reports build a case against a player for Riot and their system to handle. Individual players are not the judge, jury, and executioner.

Your report isn't useless, it is contributing to the case so that they will be punished if they continue their toxic behavior. If people were punished based on 1 valid report then almost nobody would be able to play the game; most people get a little toxic at some point, just most don't do it that often.

My friend has been the most toxic player he can be for the last 4 years. The reporting system does nothing for the community. AND PEOPLE KNOW THAT. No one is afraid of it as no one gets banned. That being said, everyone in league is toxic because they do not fear getting punished because they never do.
