This irellia top laner wasn't losing much at top. Till she saw our bad pings as in over 1k ping especially me and adc. She then kept running down mid into blue or red side bush in my jungle to afk entire game. I mean can player like this one even allow to play in future games?? I just wanted that account to be banned for good.

To begin with, when a player experiences a bad match, your main objective is to support him as much as you can. This will not only enhance the prospects of that match significantly, but it will also reduce the likelihood of negative attitude by your teammates. Thank you
You can submit a support ticket to Riot Support about it and Riot will investigate the player. But they can't and won't tell you about what happens as a result of that. Privacy reasons. So you can potentially get them banned but you won't ever know if you succeeded or not. The punishment system is for punishing trolls not for making us feel good after we have experienced frustration.
Upon checking this Irellia's history. I can guess this player is one of those typical troll. When this player is winning the lane, this player will do the best to win. If not doing well, this player purposely feeds intentionally to screw up the entire team.
