Sometimes I feel like support ticket is not helping at all

I had been tracking this person whom i played with. He/she loves to rage quits almost every games when he/she did not do well. First time playing with him/her; rage quits after just 2 deaths. Then going back checking his/her match history also wield same results. Rage quits the match after just few deaths but other times decide to stay when he/she doing well. How can RIOT let people like this just rage quits so many times while only slap him/her with low priority queue when he/she will keep repeating same offense??? I wrote ticket to report this person yet nothing is done except giving me back automatic feedback.... ZZZZ
