This happens way too often and the fact is they just don't get punished. Of all the games I've played I've never seen anyone get punished for this.
The sad part about this is the person who called jg went support and obviously it wasn't his strongest role so unfortunately he did feed.
@Riot please make this a stronger offence.

EndlessSorcerer2 votesIf you are assigned a role by the queue system, that is what you have to play.
The only exception is if one of your allies is willing to trade roles with you.
Quite frankly, Riot has made it quite clear that taking a role other than the one you were assigned without the permission of your ally in that role is a reportable offense and people will be punished for it.
Zacster1 votesUnless he was a lower pick he can pick WHATEVER ROLE HE WANTS. While the new que helps people get what they want it is not a set in stone role you have to play.
Now if he was a lower pick that is against the rules, report button.
Your sentence structure is confusing me. Maybe you don't understand, in blind pick he stole a lane and said "I will ignore you" after the other player said he was jg. He then proceeded to feed.
