"Ten Game Chat Restriction"

Recently one of my friends was being toxic, and got a 10 game chat restriction. He played it off, but is wondering, after getting the 10 game restriction, will his chat restriction level go down? Like, after being non-toxic and using the chat correctly, if he gets reported again will he receieve a 10 game or 25 game chat restriction? Because that would suck if he got a 25 game chat restriction after being good for like a month. Its like leaverbuster, after a while and some games your level goes down, is that the same with this chat restriction?
