what category to report someone who doesnt skill his w?
checked his stats back. lv 16 vlad, 0 points in w. never saw him use it so i checked and i was correct.

Given that they would've had to have unspent points (multiple) to get to level 16 without a single point in W, sure, you can report them for that.
I highly doubt this is the case, though, especially given it seems you're posting on an account other than where this happened to try and obfuscate the history and verification of your claims.
I guess hes too good for his W.
Maybe he doesn't understand how it works, like because if you don't know that its your escape he could simply be of the impression that it takes 20% of his life away lol, which would make him horribly bad at vlad but sadly not reportable.
You can report them for Intentionally Feeding, and write in the note box that you believe they were intentionally ignoring (specifically, not levelling) one of their abilities to detrimental ends.
