Secretly in low-prio?

I am a bit confused at what is happening. I took a break from league and came back and suddenly it seems like the either the community has gotten even worse or i am some how secretly in low-priority queue with the punished toxic people. To my knowledge I have no reason to be in this queue if I am. I've only ever got a week ban for AFKing out of games years ago when my internet was really bad so I DCed a lot and I talked to riot and worked that out.

To give you an idea of what is happening in my games, I have mostly been playing quick ARAMs and almost everyone on my team and the other team are completely toxic. Just the last game I played had 4 people who were all individually queued that were toxic in some way. We had a kog'ma who AFKed 5 minutes in cause we were losing, a silver Sejuani who was intentionally building terribly (the whole other team was AP and they started building armor and never put a point in the E, even when she was past the point where the other abilities would have been maxed), a platinum mastery level 7 Vayne who just kept yelling at everyone to kill themselves, and a Quinn who re-rolled Gragas when people were apparently trying to trade her and then called everyone "stupid n******" in pregame chat. At least in my memory I would run into some toxic people here and there in games, but never a full individual team of toxic people.
