Can't move when getting into game

So a bunch of my friends and I have been getting this problem. We will load into game with 30-50 ping just fine, but when we get into the game 1 of 2 things happen: 1) We can see everyone else moving and chat going and the timer going and everything, but we can not move our character or buy items or level abilities or anything or 2) we can move somewhat, but it randomly gains up to what feels like a 5 second delay then goes back to normal then back to the delay again. Our only solution we have found is too completely close league when we load into game, disconnect from the wifi and then reconnect, then open league and hope it is fixed when we load in. It only seems to work 50% of the time and then we try again and again until it lets us move or the game ends with us never even being able to play. The entire time the game says we have 30-50 ping while loading and in game, but we still can't play. It happens every single game we load into and every single map except custom games for some reason. It makes it impossible to play the game because we either never load into the games we queue for and force people into 4v5s or remakes and even if we do fix it with the disconnects and reconnects we are so far behind that it ruins the game (usually by the time I personally am able to fix it, it is already around 6 or 7 minutes in game, I do not know about my friends times though).

Has anyone else experienced this? and if you have is there any way fixing it? or are we just permanently unable to play league now?
