I reported through the automated system a mid who afked and trolled after being denied first blue.

Got a punishment notification for him/her before I could finish submitting my hand written, screenshot laden ticket to riot

there really isn't a need to submit manual tickets. Those things just clog up the ticket system.

You can submit tickets for extreme cases of trolling? That would help me a lot. As I understand it, the report system has a hard time recognizing trolling because there's not always obvious evidence like there is with chat logs and it seems like it is easy to write it off as "just having a bad game" many times. I just got my first punishment as a 10 game chat restriction and I'm still locked out of honor because of a troll who was also very toxic that I shouldn't have responded to but it seems to me like they can just get away with it. I usually ignore them but finally there was one who was toxic and knew how to get under my skin, as in troll picking, doing nothing and barely farming, feeding, then blaming me or other people who are trying to carry and don't say anything about their poor performance even if we know they are trolling. After a certain amount of abuse I think most players at least get tilted.

If I knew I could do something to either discourage their behavior or keep them out of matches it would make me feel a lot less frustrated. With the replay system it's also very easy to provide proof now. Not sure if the person you reported got flagged for AFK or trolling but I'd guess AFK. In any case, I am looking for ways to prevent tilt/salt from trolls. Even though I know I won't let one bait me into an argument again, they still make matches very frustrating and sometimes it feels like the entire game is ruined when you have too many matches in a row like that.
