Can something please be done about trolls?

I had a bard in a game where I was ADCing and he got caught, i tried to save him, their jungler comes and we both die. From that point on he made it his goal to keep me from csing, he spammed qs on the casters so the tower would kill them, lasthit with his chimes and qs, never once put a heal relic down for me, and tilted the actual living shit out of me and what tilted me more than this fucker taking all my farm was the fact that RIOT IS NEVER GOING TO BAN THIS GUY THEY BANNED A STREAMER THAT WENT 1-1-1 WITH A DCED EVE AND INTING NUNU FOR "INTING" AND THE REAL TROLL JUST HAS TO NOT TALK AND HE DOESN'T GET PUNISHED In what type of fucking fucked up world do we live in that people like this bard can continue to exist because they didn't say a trigger-word in chat? This completely ruined my fucking day
