Played against the SAME smurf 2 times in 3 games

His name is [removed by moderation] he plays Kassadin with the same partner and proceeds to solo carry. Literally 2 times in 3 games he is elo boosting his friend. I checked his op.gg 85% win rate always kassadin withe same duo partner why does Riot allow this to begin with? First time I was pissed but let it go. Then they literally put me against him AGAIN one game later same story. Why do you make me face an elo booster smurf, both games were toxic blaming the lane he was destroying, why haven't you banned him it is quite obvious he is boosting a friend/client? I have literally lost 45 lp in 3 games because you make me play against the SAME smurf again and again. wtf why is riot forcing me to play against the same person that is a smurf? Literally brags about it in chat then says are you mad? No punishment though.

If you ever play with someone that makes such a horrible impression on you that you don’t want to ever get matched with them again, wait 10-15 minutes before you queue up again. You’ll never see them again.

Also duoing with someone on their smurf isn’t against the rules.

Playing on a low level account is not punishable.

Naming and shaming is against the board's rules.

Stop grinding games 10 seconds after finishing the last one and people you dislike will disappear.

The game was 15 minutes later, also is the truth now considered shaming? Please elaborate if someone is a smurf boosting a friend and you call it for what it is that is shaming? I never said anything bad about him just about the system. How was I shaming anyone but riot? You also didn't anser the question I thought elo boosting was against the rules, why do they allow it to occur then when it is obvious what is happening. Simple IP trace can confirm.

it is against the rules, that does not mean in turn you can break the rules by placing their summoner name in a post on the forums

as it constitutes naming and shaming as noted on by the moderator who altered your post

which if you need the direct statement from the rules

Do not make posts accusing another player of causing a negative in-game experience, cheating, trolling, or any other malicious activity, even if you have hard evidence. by posting their name in the forums, trying to call them out on something, even with proof...is what you did

and submit a ticket for Reporting a Player and submit the evidence you have there

"Elo boosting" as the OP refers to it, by playing with someone, is not against the rules. True boosting, where someone plays on someone's account to boost them, is what's against the rules.

if player a is bronze and player b is plat and they are playing together, technically player b is elo boosting

it doesn't just refer to what you stated

If Player A is bronze and Player B is playing on a bronze account, then both players are bronze. This is not against any rules that Riot has published. There is no way to tell who has multiple accounts, or if someone is just really gooddamn good at the game. There are no rules preventing someone from starting a new account and then jumping into ranked at level 30. They're quickly going to get to the rank they belong in if they play a a lot.

if player a is bronze and player b is plat, it is not possible for them to play together because you cannot duo ranked with someone 2+ tiers above or below you.

if player a is bronze and player b account is bronze or unranked, then they are not elo boosting (as per Rito definition) so long as both players are original owners of their individual accounts even if one of the account is a smurf because smurfing is not against the rules and neither is duo queue ranked.

Elo boosting as defined by Rito is player a log in and play ranked using player b's account (also classified under perma-bannable account sharing rule). Duo queue ranked (not against the rules) using a smurf (also not against the rules) with someone in your friend list is not defined as elo boosting by Rito.

You are INCORRECTLY accusing someone of being an elo booster. This is why the boards don't allow naming and shaming - for cases when people are wrong. Playing a game with people, even if you're on a low-level account that isn't your high-level main, is not against the rules. You're conflating this with someone playing on someone else's account in order to boost them, which is a bannable offense based on the terms of service because account sharing is strictly prohibited.

As other players have told you, they don't punish playing with a friend in a lower ELO. They do punish getting onto another account, or attempting to sell boosting services. They also care when a player is intentionally deranking in order to boost another player. I do get how this kind of boosting can be bothersome, though.

Then why is it allowed? If there is something that is frustrating for all players why does the company allow it to happen? Do they just not care about their consumers?

As far as I know, they don't have the ability to look through and smurf check a player to hit them for boosting other players' accounts. There are some measures taken to hit boosting, but I'm not sure exactly what they are, and I think they're intentionally obfuscated to avoid other players from doing that behavior and to prevent others from knowing and avoiding any systems checking for it.

I think its because the goal isnt always elo boosting. Sometimes you just wanna play with your friends regardless of their skill level. Like, if my friend is plat and im silver, I can never play with him or I'll get banned?

Flex queue or normal's.....If you just want to play with a friend normals, it sounds like the only reason to queue in ranked is to boost them when normals exist.
