title pretty much says it all. It completely circumvents the account level system to match players of similar skill levels and ruins the game for everyone else in the match why isnt it against the rules?

Because making a new account isn’t against the rules

If they are actively clmbing on a new account that's fine but if they tank games to stay in low elo those accounts should be banned

They are matched with players of their skill level, regardless of their rank or apparent MMR. The system can correct for Smurfs within 10-50 games, even if that isn't immediately reflected in their rank.

How are you going to punish a player for being skilled at the game

Since that is what smurfing is.

Rather than complaining about people being better than you, learn from them.

The thing is, Rito put into place a method for quickly identifying smurfs early on and pitting them against other smurfs. When a new account starts going thirty and zero against groups of new players, the game puts them into an entirely different bracket. While it's annoying to run into one or two early on, just keep in mind that they won't be in your games for long.

I remember when smurfing went against the rules. The eula had a point against having multiple accounts but riot never cared.
