Why isn't there an option to disable chat?

I see a lot of toxic players complain that they can't control themselves etc. I'm not sure why there isn't an option to just disable chat (at least for oneself). That would probably help a lot of players that are actually trying to reform. Alternatively, they can have a 5 sec countdown before you can actually type something after pressing Enter.
