What steps are being taken

What steps is Riot currently taking to improve the condition of the community?

It's all fine and dandy to update the actual report system to give more accurate selections, but I really don't wish to play the game (on my own anyway) until I know that there are some solid plans for cleaning up toxicity.

The problems I find are mostly involved in toxic add requests post game filled with hate speech (which there is no report button for out of game activity, and it's aggravating sending it through the support center), boosted accounts, or flamboyant negativity.

Well, you can start by not accepting any and every friend request you get. Then I can promise you that boosted accounts are being handled (just spend some time perusing this section if you don't believe me). And you can report players for constant negativity.

Yes, it'll be nice when Riot has some more positive reinforcement (they're working on it), instead of just bans for negative behaviors. But honestly, there's only so much Riot can do. Reforming the community is largely up to the community itself.
