Bring back the "unskilled player" report option.
Title. Better yet, install a minimum competency level requirement to play Ranked.

But it could get them match up with other unskilled and not skilled
it can help skilled playters not get match up'ed with unskilled
but if that would happen i wouldn't be able to watch my favorite stream saltyteemo!
So you want them to bring back a reporting option that did nothing? People do realize that the option for that (as well as other reportable options) were basically false reports that did nothing. People made myths with no actual evidence mind you, just to make themselves feel better.
While i do agree there needs to be something done especially for people who dont take Rank seriously, its just not going to happen. This game needs a winning and a losing side. You will be on both sides one point in your time with this game. What you are basically saying is that a person can be good at the game, but since they lost they would need to play X-amount of Normals to get back into playing which makes no sense. The games could be evenly matched, it just so happen that this time you lost, and since you are at 0LP you basically get Rank Ban for absolutely nothing.
There could be better ways for this. I feel like Rank should not only take into account how your play as a team, but also how you play as an Individual. So while this team matchup for this game was bad, you did well for yourself while in game, but still lost. You shouldnt get penalize for that, but at least not lose a bunch of LP.
I say they need to make a Tinfoil and Wood Division.
"unskilled player" never punished anyone anyways. It was a venting tool that people abused and now people just say "REPOOORRRTTTTTT" because of that.
The unskilled player option didn't really serve any purpose other than allowing players to vent. you can't ban a player because he sucks at league, that would be madness!
2 things could be happening :
- You have not played enough games to reach your actual MMR. Play more games and you will climb and you will be rid of the people who can't play
- Your overall skill level is comparable to these players. This game is very multidimensional. It is not impossible that you have better decision making, mechanics, map awareness etc. but that you are being held back by (for example) your communication skills, your contributions to morale, your team fight abilities, etc.
