Why doesn't RIOT acknowledge champ select harassment?

I was just in a game where the people in champ select where horrid. One person ranted and called me a C*NT. Another told me to kill myself. Then of course, they were all nice and sweet in game. What the heck RIOT?

I did a copy/paste of their chat and reported them after game, but I'm sure it will be counted as a false report because they were fine in the game itself.

RIOT: So many complaints on this board about this topic; why not publicly recognize the problem and DO something about it?
