Toxic behavior undetected by report system
---story I take breaks from this game and after few days i get back in the game hoping for some fun. But I am reminded why I hate this game's community so much. I just got into a game where anivia on my team is mid vs a katarina. She is losing lane only in cs but not in kills as she did not die. Our team gets killed once or twice from kat and kat is super fed now but even then I can still deal with her 1v1 as a support. But the anivia decides to give up constantly putting surrender vote before 20 and every single time it is available. Anivia player says to surrender they want to go sleep. So because 2 people dont want to surrender, anivia decides to start going up towards enemy champs without the safety of wards, towers, or allys and just stand still and let enemy and minions wittle her down till she is below half health. Afterwhich the anivia would try to walk back at that point but then obviously die. Of course you might say, well maybe she is lagging? But it's funny that the connection was fine for her the entire time until we started refusing to surrender. From a technical standpoint, it is already a huge disadvantage having one player just give up. But it gets worse because that player still decides to take cs running down mid in a way where it does not look like they are inting despite not having wards, allys, or towers nearby and enemies missing on the map. Of course, I report this but obviously I know without a doubt, that player did not get in trouble. How do I know? I've tested it before and I've never gotten a single punishment if done correctly. I get that admitting this will cause many people to come say I am just as bad as those people who do it, but it was an experiment to see just how severe the punishment would be and turns out it isn't really at all. I get that detecting this and determining if someone is inting or not is hard to do unless manually watching gameplay or replay, but it makes this game not fun to play.

When teammates lose lane or things don't go their way, they give up and int in a way that is ambiguous and hard to determine if intentional feeding, lagging, or unskilled that they don't get punished. This creates a negative and demoralizing feel to even trying in this game when someone can get away with jeopardizing your games.
---purpose to this post I really like this game and wish this post would bring awareness to the behavior issue even if a solution is hard. Maybe someday a good solution may come but until then, I guess I just need to stick away from online team games when people just troll and jeopardize your games.
