Can we start getting instant perma bans for toxic players and afkers in low level play?

these people are either playing from a region they're not supposed to illegally, are perma banned on their 2nd to 100th account and afk because they don't care, or to lose on purpose, and a lot are extremely toxic, if people are toxic right out of the gate, why would they change, they're already toxic and most of the toxic low level accounts are people who just got perma banned who aren't supposed to be welcomed back, i'm not saying ban everyone forever but can we ban people on 2nd offense at least in low level, like if you get 10 chatbans and then 25 RIGHT AWAY during the 10 chatbans it should just be elevated to instant perma, giving these players 4 chances along with giving the scripters a month or two to play ruins the leveling process, ruins the new player experience, and then ruins the level 30 experience if they survive that long, which they usually do because it costs like 10 dollars and takes 5 days with boosts to hit 30 and be right back in ranked play.
