Chat restrictions and other forms of punishment for violations

I have a seriuos question about the unjust way the ban system works. And no I have not been banned over the game I will descibe, but I have been banned before and the boards are flooded with people complaining(some of them justly) that they have been banned for little to no violation. So, as it stands any flame report is detected instantly by the automatic system(which I have stated before takes everything out of context) and any use of bad words is just banned. Honor level gets locked, restrictions and even suspensions are handed out. Meanwhile afk, trolls and feeders rarely get banned. What I mean is that they never get banned with the same intensity. 1 flame game-ban. 1 troll game-"nAh hE jusT had bAd gAme". One afk game- nah he just had a reasonable problem. However, yesterday I met a most disgusting player. It was in my 12 11 Mord game The player [REMOVED BY MODERATION-NO NAMING AND SHAMING ALLOWED]. Firstly, in champ select he said he was going mid(my lane) and not support. So he banned my yasuo and said he was a smurf. I told him I was gold last year so he shouldn't lie to me. He made up the excuse he was plat(he was level 14 actually). He goes LB. So I go Mord support( my adc and I were premade so he just decided to go with it) and thank God he did. I warn LB that I will rep him since he banned my champ and trolled me. Very soon the game starts and the "smurf" LB gives Kai sa mid a First blood then goes afk. I go mid with my Mord and kill Kai sa despite being level 2 to level 3. My premade adc is 1 v 2 on bot, holding his own. We then had an epic game where eventually between Me ulting them, master and Mundo being fed and our adc coming back somewhat into the game we won. Now I check League and I don't get a message that an unsportsmanic player has been banned.

So Flammig someone a bit(even when they deserve it) or asking for ff is bannable because the flame bot detects everything, but banning an ally's champ, taking his lane, then feeding and afk is not insta perma worthy. Even if it's not perma- a 14 day ban. This is why I keep saying-if you want someone banned, rep them for flame. Why is that Riot? Surely if you check the game out you will see the detrimental actions of that player. And trust me, it is much more detrimental than flame.
