the problem is that there are only 200 players in challenger. most of them dont play at the same time. if they block each other, Qs for them could take hours. "only make it for lower tiers" that would be unfair.

Report prompts for riot to review the guy but that doesn't happen right away, and receiving report doesn't prevent the player from queue'ing up. I feel your frustration. I run into plenty of similar experiences myself, including but not limited to 3rd party program botting, intentional feeding, trolling with roles/lanes, stalking to steal camps from junglars, and harassing teammates with ping spams. I see them match after match despite spamming report buttons, piling up the frustration :< .
i have no idea if this helps, but some summoners have anecdotal reports that blocking them after a match will give them less chance of being matched with you again.
