i'm not going to say the name of the person BUT it's questionable how riot handles these kinds of things.

but I recently looked up their OP.GG and they've been freely playing games. not sure how the system works

If a name is deemed inappropriate, Riot will force them to change their name or change it to something random for them. Seeing them play games via OP.GG doesn't mean they haven't changed their name or forced them to. It just means that random site hasn't updated the name yet. On a related note, lately OP.GG doesn't update matches correctly that I've seen so it wouldn't surprise me if names aren't updating correctly there right now either.

For reference, if someone has an offensive name and we see it on the Boards, we're under direction from Riot to permanently suspend the account and send them a message that it's because of their name. If they change their name to something appropriate, they can submit a ticket to Riot to get the account suspension removed.

Heck, you'll probably never know if they look into it or not in your lifetime.

It might be considered fine under their guidelines so they're leaving it alone.

I really don't think shitty and tasteless usernames is where your ire should be focused.
