Also, can you delete their accounts as well? I'd like that a bit more tbqh. Match history, friends list and all. Why not let them rebuy their things on a brand spankin' new account?

Permanent bans work exactly that way, if a player receives it.

I agree that the teammates of a troll/grief should not be punished with a loss, but I don't think Riot can really make losses not count just because you reported someone for grief.
