possible to have someone punished who refuses to end the game?

playing 3 vs 3, or well 1 vs 2 as my 2 other team mates presumably were bots as was the enemy zyra, they didn't even vote in the surrender screen causing surrender to fail with 1/0 somehow, rant aside the enemy was zyra, ashe and master yi, score was 5-23 and with our inhibitor open and all of us dead master yi and ashe just left our base alone, both at 80% health they'd kill us and go back to farming the jungle, since the score was already 15-23 at 11 minutes and the bots didn't surrender I had to sit there for like 10 minutes waiting till bot zyra slowly destroyed our turrets and inhibitor, any way to get thee players punished? I reported them but doubt it will do anything as the system is automated from what I know
