With the honor level reset, why did level 0 honor go back to level 0 at 0%?

So I totally agree with me being punished first of all, and im not here to complain about that. I purposefully went out of my way to feed in november because someone instalocked mid, i ruined 9 people's opinions of League of Legends. But what i don't agree with is doubling the time spent at level 0. Was this something that couldn't be helped with the update or was it on purpose? I just got level 0 checkpoint 1 and i was just really surprised cuz i thought i was gonna be out of the weeds soon.

why not just start a new account? Much faster to level 30 then honor level 1 from zero.... you will prob be honor 3 on a new account before u get honor 1 on that account.

Play extremely rarely on that account, since they've hinted both time and positive play influence in reform. But since your already on the edge, any slip ups lose everything. Not really worth risking.
