Most things that are "toxic" aren't toxic. A lot of the behavior that Riot considers toxic can be seen in abundancy in the forums, and sometimes, even in red posts.
unfortunately you can. take myself for example. I am unable to play right now because I dodged a troll in champion select. So I am punished for his negative behavior

The problem is Riot and this community mistake truth, facts, and reality with "toxicity".

you cant get banned for toxicity if you know riot punishes trolls.
Banned for AFK, banned for invalid purchase order, banned for modifying game files, banned for playing outside of meta, banned for defending accusations without necessarily swearing or being outwardly offensive.
