It's a secret list riot uses to eject human detritus from player base. Also known as the 'do not climb' list.

The problem is that it's being misused and applied to folks which don't deserve to be on it, and since it's secret and there is no way to be removed it's obviously subject to abuse.

Are you confused on how the Nunu ended up on your team after three dodges? Simple, it's how the matchmaking works. The Nunu is near your skill level and available, so a team is assembled. One dodges, but for the sake of queue times, the other 4 stay together and another random is inserted. Nothing to do with your (most likely fake [pics or it didn't happen]) probability degree. Notice the names of everyone on your team next time something like this happens, most likely the group will stick together through multiple lobbies.

This might have made sense had my ranked matches not been separated by dozens of normals and multiple days at a time.

Clearly the account is on the D-List. Riot places summoners on the list if they find that a summoner is not toxic to the community at large nor in breach of TOS, and therefore not subject to normal disciplinary actions. For whatever reason, for instance it could be posting a negative opinion about matchmaking, that summoner would be placed on the list as a 'backup' measure, in order to control the landscape.
