Leavers who announce that they are leaving.
If I report someone for leaving a game, after they have already said in chat that they will leave the game, is it treated any differently than if the leaver buster detected the early leave?

Not really, Leaverbuster will flag people whether they are reported or not. If someone is doing it very often though, its possible your report will help lead to a manual review.
Leaverbuster flag people's name in red on the screen recap if they detected them as truly afk.
If the guy is just afk fountain, running around in the base without really playing, you have to report him :)
