Post Game Chat and Instant Feedback System Q

When people start spewing hate speech and crap in post game chat, is it considered irrelevant because they say it in post game even though ingame typing of the exact same hate speech would earn them an instant feedback 2 week ban? (specifically kys f - - - - t )

EDIT: any Red responses would be greatly informative as it seems as though people have been posting anecdotal evidence of post game chat going unpunished vs seeing fairly swift in game chats.
