I just lost for words on how bad is mid Brand. 24 minutes in, he only had 34 cs! Holy mother of god! Makes matter worse....he went to all lanes to feed somemore. 7/18 was his final score. Even as WW jg, i already double his cs by 24 minutes and 110++ cs compare to brand only 70+ cs when game ended.

ModPrandine1 votesSadly trolls exist in all game modes and there's really not much that Riot can do to stop it beforehand. All we can do is to report them and hope that they eventually get busted for their poor behavior.
vOmvbrawfU1 votesThere is a lot rito can do. When I report a guy who has AFK'd in over 50 ranked games, they can actually ban him. But they don't punish trolls. They only punish players that are "mean" in chat....and it's the reason League is so toxic.

While I will agree that Riot can do a better job at punishing chronic gameplay trolls faster the fact remains that they do still get banned. In case you don't believe me here are two examples of gameplay trolls being banned. Yes it's just two examples, but it proves that they do get punished.
Again I completely agree that Riot needs to do a better job of punishing gameplay trolls quicker than they currently do now.
