@Riot Why No Harsher Penalties For Players Going AFK Two Matches?

I am honestly confused as to why a player who goes AFK and forces a remake, is allowed to que into another match and basically go afk. So this player knew he was having internet problems when he played Nidalee and then forced a remake on his team, wasting their time and braincells. Riot allows this player to que into another match and go AFK top lane and then not allow his team to force a remake this time because it is passed the window to do it. His teammates had to wait 15 minuets to do a early surrender because the JGLER had to go toplane and protect his lane, while also ganking lanes and trying to win the game.

Why is it Riot is so lax about repeat AFKERs and deserters? Temporary ban them from queing into a match if they leave a game. Do not allow these players to que into a match knowing they already have problems with the previous match.

I think it's weird another player just posted about this asking for REDUCED punishments for going afk/disconnecting. I think the punishments are fair and fit the problem, especially given that it's not always clear why a person disconnects.
