Can't earn Hextech Loot because of a chat restriction I obtained last year?
When will I be "reformed" because it's pretty irritating to have to wait an in-definitive amount of time for something I did several months ago.

the "reformed" system is not in place nor its not on roits list of things to do. I been looking and have not heard of anyone being "reformed" from roit so right now you can never use the hextech crafting system ever again.
Edit - Unless you want to pay for it then ofcourse you can use it.
