SUGGESTION to extremely reduce chat toxicity
Literally team-chat is the reason for people getting tilted, people inting, and the innocent get punished for defending themselves. The community have meme'd that avoid talking and muting are the way to avoid any punishment. And i do agree, so let's go with that.
The option of /mute all isn't enough in my opinion. In my personal experience, i have used mute 90-95% of the time, but sometimes that 5-10% i get provoked and clouds my judgement. So what i'm asking is give us a way to have a setting were we can just automatically mute all chats so we don't even have to worry about the toxic chat.
Riot can support this setting, which i like to call PING/EMOTE system, by giving that player some identifier that he/she is in PING/EMOTE system only. That way i don't get in trouble if i don't talk in chat. Also, Riot can expand more stuff on the EMOTES where there's pre-approved words or sentences (in-game related) that can be combined with the emote.
I think this system would benefit those who chose to use it. And yeah, this shouldn't be mandatory, BUT should be an option.
EDIT: Also, maybe limit chat with pre-approved words only. And limit the amount of words per ENTER in chat. This will force those who chat to limit typing to just what's necessary.
EDIT2: Never mind, rujitra pointed me to the right direction. Thanks for your help <3 I'm crying right now of sheer happiness.

My story, I peaked D4 in another region. Came to US and made a new account. Settled for Gold on my first season here in US coz i didn't want to deal with the toxicity climbing the rank. Then my 2nd season here in US settled for Silver and played mostly AI beginner just to get the first win of the game to maintain my account. So yeah, i did the bare minimum of gameplay so i've been outdated with the new things in League.
Started this season Bronze4 as a washed-up player and now currently in S4. With this info at hand, i'd be more inclined to try and climb back again. <3
