That's actually incorrect.
The system automates reports, no human sees them. I've heard on suspensions humans take a look, but it's not confirmed. Me thinks with 100 million players, even if only the worst 5% get suspended, that would be impossible to check out all of those.
Therefore, the system has no way to know false reports from legit reports.
Bogus reports can also spur a punishment as it only takes 3 games to get punished. If G1 and G2 reports were legit, but G3 reports were shown to be bogus, the game doesn't take away a strike. And Riot goes through your chat history to justify punishments, and since we don't know how far they go back, they could easily keep going until they find something to justify it.
From Riot Tantram:
Actually, Erdrik is correct here.
A report flags a game for review. They do not establish guilt. The game is then reviewed for harassment, feeding, etc. This is why 'troll reporting' or 'gang reporting' do not work. False or inaccurate reports are thrown out.
You cannot ever be punished for saying nothing .. unless of course it's for something gameplay related like feeding, afking or cheating. But, you can never be punished for offensive language, hate speech or verbal abuse if you said nothing.
Also, in your example of course it wouldn't take away a strike since like you said both games 1 and 2 were punishable (even though it only takes one game to get punished) and since Reform Cards also only show the most recent games on the account.
