No, you can only receive the notification when your report is the one that triggers it. If the review and punishment is triggered in their next game you won't get it.
No, you don't. They are not meant to tell you every time someone you report gets punished. They are only periodic reminders that it works.
Also specifically with non chat related things you will almost never get them. The messages telling you someone you reported got punished are part of the instant feedback system so any punishment that requires a manual review will never generate that feedback.
