played a game today where my midlaner lost lane and proceeded to tell the enemy team where our jg was an how much health he had at all points until every lane was lost. called me a bitch, said a lot of things about the rest of the team... seems they are still playing games though?
The feedback on reports is deliberately irregular due to trophy hunters.
As far as the still playing part, if he got a chat restriction, you won't see a break in play.
My advice, don't worry so much about what other people are doing.
About a week or so, for intentionally inting.

You'll know they have been banned when they never play again or there is a 14 day gap between two games
I hope you waste all your time waiting for it and it never comes. Reporters like you are so mean to everyone. Anything you don't like you report and hope Riot deals out some pain.
