A way to report layers pre-game...?

I've been playing for a few years now and i'm sure I'm not alone in running into toxic players in champion select (or draft.) Not much else to say. Funny as it is, (not exactly reportable but people doing this can cause players to become toxic) a teammate of mine intentionally banned my pick of Katarina Top (I had her highlighted not actually chosen) just as I began typing this because they did not want it. I actually ended up deciding to say fuck it and try leblanc just to mess with them and as expected they began flaming before the game began. Other players unlike myself might have actually gotten pissed off and threatened to feed or rage. I primarily play normals fyi.
