Do you target people if they all-chat?
I seem to get victimized a lot if I even say one little thing in all-chat. Say anything to the enemy team, and they ignore your teammates just to grief you constantly.
Unspoken rule? Or just asshole opponents?

It depends on what you say. If I'm jungling and an enemy says anything at all about camping, then I know that ganking him is affecting him significantly and I'm sure as hell going to keep it up. Basically, anybody that's complaining is usually a good target as their complaining means attacking them is highly effective. But if you're not saying anything that implies a weakness, I don't see why you would get targetted for allchat.
I use all chat all the time. I feel like there is a lot of information missing in your post.
