Quick question for mods, or someone who's been around a while....

Just got out of a ranked game....with someone who's been on my block list for weeks. If someone i'm in a game with is toxic, or feeds, I just block them instead of reporting, because riot does nothing at all most of the time, so I feel like it's a waste of my time, to help them catch ppl breaking rules, when they do nothing anyways. However, but to the point. Why have I been placed in a game, with a blocked person on MY TEAM? This is complete and total crap. You force me to play with bad players all the time anyways, but even if I block them, you're still going to make me carry them in ranked, just to win? Are you serious?

Mods, why has this happened? I might not ever play another game, if I find out blocked ppl can still wreck your ranked games.....

Blocking only prevents chat communication (of any kind) from them and invites/friend requests. They don't let it prevent matching with them because if given the chance, players will alter the matchmaking system with it to improve their odds of winning over those who don't (this is mostly in the highest elo where the player pool is small).

You reside in one of the largest player pools for matchmaking. Being matched with any individual more than once is extremely rare; Riot has to look at how much good a feature will do versus how much effort it takes to implement it, and what the side effects may be. Blocking from matchmaking would be a feature with some big downsides and more effort than it's worth; however, that's not to say a compromise couldn't be had (such as reporting a player prevents you from being matched with them for 20 minutes, extending your queue time if necessary, and not above D3).

so, to answer your question, as someone that has been a long time, and heard it answered by multiple reds over the years.

blocking someone does not mean the system will not still team you up with them.

the system cannot consider block lists in matchmaking because someone could efficiently block everyone in their division and force matchmaking into putting them on higher elo teams, and match them against lower elo teams.

in order for this to not happen they just dont consider blocking lists when matchmaking.

Well first off, fix your view of the report system; it does work, the results just might not be immediately visible to you. Your single report is enough to flag the game. If they are reported for enough individual games, the system will have to review the player. If they misbehave often enough, your report will help to get them punished.

As for blocked players, they aren't removed from matchmaking with you because it would get problematic at higher levels. High-tier players could simply block everybody that they think is better than them, eventually narrowing down the matchmaking pool so much that it would drastically increase queue times. I think Overwatch tried something like that; one player ended up with absurdly long queue times because everybody else blocked them.

Block is a function of the friends list. I do think it would be nice if there was some way to block people from being matched with you if anything like that were to exist it would probably have to be limited so people can't use it to manipulate matchmaking. Maybe something like block them from being matched with you for 24 hours or something. After you each play a couple games separately it's pretty unlikely that you will be matched together anyway.
