Should I start reporting people for asking others to report someon?

I know that Riot does consider inciting reports against a player to be toxic, but is that a good enough of a reason to report that person?

I think this is much easier to evaluate when it happens on my own team because I can tell if the person they are claiming should be reported really does deserve a report, but even then, I still see this as contributing to the toxicity.

However, when this happens on the other team and all I see is the person who asks for the report, all I see is them being toxic.

Would it be right to go ahead and report the person inciting a report, .. or should I just leave the situation alone?

Do you think they are being abusive by doing so? Use your reports as you feel necessary.

Tell them, "asking for reports is reason to report." Ask them to stop asking for others to be reported, if they do not stop flaming, report them.

riot really needs to make a public announcement on this. no one will know it's punishable unless they were punished for it or read the boards, which is especially dangerous for people on the 14 day ban step

I leave the situation be unless I'm on the team with a actively seething asshole who starts flaming and making unfounded accusations against teammates who aren't otherwise provoking or deserving the ire. I've seen many games where someone just begins word vomiting that so-and-so should be reported for some absurdity that they considered an affront to their alternate reality.

riot has said asking for people to report someone is consider abusive so yeah you can report them for it if you want.

The way I see it, don't report just for them inciting unless they're on your team and you know they're being toxic, or its obvious they're being toxic on the enemy team. If someone is saying, "report x for afk" and the person is literally afk, or "report person of int'ing" and you can tell they're int'ing, I say, they're not being toxic, they just want to ensure the person gets punished for their attitude without understanding riots system because this stuff really isn't explained openly. Riot doesn't explain things where its obviously seen by everyone. That's why this game doesn't have a proper tutorial. It's sad really.

No, unless they are actually doing something harmful (flaming, verbal abuse) then report them for that behaviour.
