Those people don't understand that anytime you connect to Riot's servers, it records their IP address. That wont automatically restrict them, but if they get any reports, they will be able to identify that an account that was previously banned for similar reasons was using the same IP address. Guess who will be making a new QQ post shortly after.

I've had my other account for over a year, though I've never been banned.
mine has lasted a year so far and counting.
