Those people don't understand that anytime you connect to Riot's servers, it records their IP address. That wont automatically restrict them, but if they get any reports, they will be able to identify that an account that was previously banned for similar reasons was using the same IP address. Guess who will be making a new QQ post shortly after.

THIS 100 times, this. People have to understand that toxic people are more likely to make multiple accounts, than people who are actually banned unjustly.
