Unused IP should be capped at 10,000 to reduce IP farming bots

I have been in several games where it's obvious that one or more other players were bots. There are a combination of factors that make it obvious. Any of which alone might just be a new player but together its obvious.

1. They don't say anything.
2. They don't call lanes.
3. They usually feed because the bot can play constantly and farm IP win or lose so it doesn't care.
4. They don't respond to requests for assistance or grouping up or targeting objectives. They just keep farming even at level 16.

I wish Riot would find a way to find and clamp down on these people because they make the game unplayable. I don't want to report people just having a bad game, I have had my share of those, but this is stupid ridiculous. It's much worse after Midnight in NA.

I think as a means to curb it, unused IP should be capped at 10,000 so that these bots cant farm enough IP to buy a whole slew of characters then sell the account online. Also Riot should add a report for "possible bot" and finally there should be a mechanism yo flash a dialog on the screen at some random location, perhaps with a captcha after death to have the player confirm he isn't a bot if the an intelligent algorithm detects possible bot behavior.
